The Normandy Format (French: Format Normandie), also known as the Normandy contact group or Normandy Four, was a grouping of states who met between 2014 and 2022 in an effort to resolve the war in Donbas and the wider Russo-Ukrainian War. The four countries who make up the group—Germany, Russia, Ukraine, and France—first met informally in 2014 during the 70th anniversary of D-Day celebrations in Normandy, France.[1] The group had a substantial role in mediating the Minsk agreements between 2014 and 2015 while further meetings in 2022 failed to deescalate rising tensions prior to Russia's invasion of Ukraine.
