Sergey Ottovich Frank (Russian: Сергей Оттович Франк; born 13 August 1960), is a Russian politician of German origin who had served as the Minister of Transport from 1998 to 2004.

He was the chairman of the Board of Directors of the state shipping company Sovcomflot.^[1]
