Winning as a reform candidate, he gained positive changes for the miners, including compensation for black lung disease. He had difficulty dealing with growing internal union opposition. His last two years as president were particularly tumultuous and he suffered two heart attacks, finally resigning in November 1979 with the title of "president emeritus for life".
