Introduction

Conservatism is a cultural, social, and political philosophy and ideology, which seeks to promote and preserve traditional institutions, customs, and values. The central tenets of conservatism may vary in relation to the culture and civilization in which it appears. In Western culture, depending on the particular nation, conservatives seek to promote a range of institutions, such as the nuclear family, organized religion, the military, the nation-state, property rights, rule of law, aristocracy, and monarchy. Conservatives tend to favour institutions and practices that enhance social order and historical continuity.

Edmund Burke, an 18th-century Anglo-Irish statesman who opposed the French Revolution but supported the American Revolution, is credited as one of the forefathers of conservative thought in the 1790s along with Savoyard statesman Joseph de Maistre. The first established use of the term in a political context originated in 1818 with François-René de Chateaubriand during the period of Bourbon Restoration that sought to roll back the policies of the French Revolution and establish social order.

Conservatism has varied considerably as it has adapted itself to existing traditions and national cultures. Thus, conservatives from different parts of the world, each upholding their respective traditions, may disagree on a wide range of issues. Historically associated with right-wing politics, the term has been used to describe a wide range of views. The Cold War was the continuing state from about 1947 to 1991 of political conflict, military tension, proxy wars, and economic competition between the Communist world – primarily the Soviet Union and its satellite states and allies – and the powers of the Western world, primarily the United States and its allies.

In the 1980s, under the Reagan Doctrine, the United States increased diplomatic, military, and economic pressures on the Soviet Union, at a time when the nation was already suffering economic stagnation. In the late 1980s, Soviet President Mikhail Gorbachev introduced the liberalizing reforms of perestroika ("reconstruction", "reorganization", 1987) and glasnost ("openness", ca. 1985). The Cold War ended after the Soviet Union collapsed in 1991, leaving the United States as the dominant military power. Russia rejected Communism and was no longer regarded as a threat by the U.S. The Cold War and its events have had a significant impact on the world today, and it is often referred to in popular culture, especially films and novels about spies.

The Partial-Birth Abortion Ban Act of 2003 is a United States law prohibiting a form of late-term abortion that the Act calls "partial-birth abortion", often referred to in medical literature as intact dilation and extraction. Under this law, "Any physician who, in or affecting interstate or foreign commerce, knowingly performs a partial-birth abortion and thereby kills a human fetus shall be fined under this title or imprisoned not more than 2 years, or both." The law was enacted in 2003, and in 2007 its constitutionality was upheld by the U.S. Supreme Court, in the case of Gonzales v. Carhart. On November 5, 2003, after being passed by both the House and the Senate, the bill was signed by President George W. Bush to become law.
