The Politics portal

Politics (from Ancient Greek πολιτικά (politiká) 'affairs of the cities') is the set of activities that are associated with making decisions in groups, or other forms of power relations among individuals, such as the distribution of resources or status. The branch of social science that studies politics and government is referred to as political science.

It may be used positively in the context of a "political solution" which is compromising and non-violent, or descriptively as "the art or science of government", but also often carries a negative connotation. The concept has been defined in various ways, and different approaches have fundamentally differing views on whether it should be used extensively or in a limited way, empirically or normatively, and on whether conflict or co-operation is more essential to it.

A variety of methods are deployed in politics, which include promoting one's own political views among people, negotiation with other political subjects, making laws, and exercising internal and external force, including warfare against adversaries. Politics is exercised on a wide range of social levels, from clans and tribes of traditional societies, through modern local governments, companies and institutions up to sovereign states, to the international level.

In modern nation states, people often form political parties to represent their ideas. Members of a party often agree to take the same position on many issues and agree to support the same changes to law and the same leaders. An election is usually a competition between different parties.

A political system is a framework which defines acceptable political methods within a society. The history of political thought can be traced back to early antiquity, with seminal works such as Plato's Republic, Aristotle's Politics, Confucius's political manuscripts and Chanakya's Arthashastra. Regulamentul Organic was a quasi-constitutional organic law enforced in 1831–1832 by the Imperial Russian authorities in Moldavia and Wallachia (the two Danubian Principalities that were to become the basis of the modern Romanian state). The official onset of a common Russian protectorate lasting until 1854, and itself officially in place until 1858, the document signified a partial confirmation of traditional government (including rule by the hospodars). Conservative in its scope, it also engendered a period of unprecedented reforms which provided a setting for the Westernization of local society. The Regulament offered the two Principalities their first common system of government.

Jacobs strove throughout her life to change laws that limited women's access to equality, starting in 1883 with an unsuccessful court challenge and eventually achieving success on 18 September 1919, with the signing of a suffrage bill into law. In addition to her suffrage work she led campaigns aimed at deregulating prostitution, improving women's working conditions, and promoting peace.

These counties together contain 564 municipalities, or administrative entities composed of clearly defined territory; 252 boroughs, 52 cities, 15 towns, 241 townships, and 4 villages. In New Jersey, a county is a local level of government between the state and municipalities. There have been as many as 48 recessions in the United States dating back to the Articles of Confederation, and although economists and historians dispute certain 19th-century recessions, the consensus view among economists and historians is that "The cyclical volatility of GDP and unemployment was greater before the Great Depression than it has been since the end of World War II." Cycles in the country's agricultural production, industrial production, consumption, business investment, and the health of the banking industry contribute to these declines. U.S. recessions have increasingly affected economies on a worldwide scale, especially as countries' economies become more intertwined.

The unofficial beginning and ending dates of recessions in the United States have been defined by the National Bureau of Economic Research (NBER), an American private nonprofit research organization. The NBER defines a recession as "a significant decline in economic activity spread across the economy, lasting more than two quarters which is 6 months, normally visible in real gross domestic product (GDP), real income, employment, industrial production, and wholesale-retail sales". The president of India is the head of state of the Republic of India and the Supreme Commander of the Indian Armed Forces. The president is referred to as the first citizen of India. Although vested with these powers by the Constitution of India, the position is largely a ceremonial one and executive powers are de facto exercised by the prime minister.

The president is elected by the Electoral College composed of elected members of the parliament houses, the Lok Sabha and the Rajya Sabha, and also members of the Saasana Sabha or Vidhan Sabha, the state legislative assemblies. Presidents may remain in office for a tenure of five years, as stated by article 56, part V, of the Constitution of India. In the case where a president's term of office is terminated early or during the absence of the president, the vice president assumes office. By article 70 of part V, the parliament may decide how to discharge the functions of the president where this is not possible, or in any other unexpected contingency. (Full article...)

The General Secretary of the Central Committee of the Communist Party of the Soviet Union was the leader of the Communist Party of the Soviet Union (CPSU). From 1924 until the country's dissolution in 1991, the officeholder was the recognized leader of the Soviet Union. Prior to Stalin's accession, the position was not viewed as an important role in Lenin's government and previous occupants had been responsible for technical rather than political decisions.

Officially, the General Secretary solely controlled the Communist Party directly. However, since the party had a monopoly on political power, the General Secretary de facto had executive control of the Soviet government. Because of the office's ability to direct both the foreign and domestic policies of the state and preeminence over the Soviet Communist Party, it was the de facto highest office of the Soviet Union. Bombay Presidency in 1906

Until the 18th century, Bombay consisted of seven islands separated by shallow sea. These seven islands were part of a larger archipelago in the Arabian sea, off the western coast of India. The date of city's founding is unclear—historians trace back urban settlement to the late 17th century after the British secured the seven islands from the Portuguese to establish a secure base in the region. The islands provided the British with a sheltered harbour for trade, in addition to a relatively sequestered location that reduced the chances of land-based attacks. Over the next two centuries, the British dominated the region, first securing the archipelago from the Portuguese, and later defeating the Marathas to secure the hinterland.

Bombay Presidency was one of the three Presidencies of British India; the other two being Madras Presidency, and Bengal Presidency. It was in the centre-west of the Indian subcontinent on the Arabian Sea. It was bordered to the north-west, north, and north-east by Baluchistan province, Punjab province, and Rajputana Agency; to the east by Central India Agency, the Central Provinces and Berar and Hyderabad State; and to the south by Madras Presidency and Mysore State. The Presidency was established in the late 17th century and named after Bombay, the capital city and the island on which it was built. By 1906, the area under the jurisdiction of Bombay Presidency stretched from North Canara in the south to Sindh in the north, encompassing the now-Pakistani province of Sindh, some parts of the present-day state of Gujarat, northwestern part of Karnataka state, the British Aden protectorate in Yemen, and the western two-thirds of modern-day Maharashtra. The Canadian province of Manitoba was created in 1870. Manitoba has a unicameral Westminster-style parliamentary government, in which the premier is the leader of the party that controls the most seats in the Legislative Assembly. The premier is Manitoba's head of government, and the King of Canada is its head of state and is represented by the Lieutenant Governor of Manitoba. The premier picks a cabinet from the elected members to form the Executive Council of Manitoba, and then presides over that body.

Members are first elected to the legislature during general elections. General elections must be conducted every four years from the date of the last election, but the premier may ask for early dissolution of the Legislative Assembly. An election may also happen if the governing party loses the confidence of the legislature by the defeat of a supply bill or tabling of a confidence motion. (Full article...)

This is a list of people who have addressed both Houses of the United Kingdom Parliament at the same time. Although English and later British monarchs have jointly addressed the House of Commons and the House of Lords on several occasions since the 16th century, the first foreign dignitary to do so was French President Albert Lebrun in March 1939. The list excludes the speeches given by (or on behalf of) the Sovereign at the State Opening of Parliament and at the close of each parliamentary session.

Only four people besides the reigning monarch at the time have addressed both Houses together on more than one occasion. Nelson Mandela addressed Members of the Commons and the Lords in 1993 and in 1996 as President of South Africa. Mikhail Gorbachev addressed the Houses as a secretary of the Communist Party of the Soviet Union and a foreign delegate of the Soviet Union in 1984 and again, in 1993, on behalf of the Inter-Parliamentary Union. Shimon Peres addressed the Houses as Prime Minister of Israel in 1986 and as President in 2008. Volodymyr Zelenskyy addressed the Houses as President of Ukraine, the first to address in the Chamber (albeit via remote video link from Ukraine), in 2022 during the war in Ukraine. (Full article...)

The Roman emperor was the ruler and monarchical head of state of the Roman Empire, starting with the granting of the title augustus to Octavian in 27 BC. The term "emperor" is a modern convention, and did not exist as such during the Empire. Often when a given Roman is described as becoming emperor in English, it reflects his taking of the title augustus and later basileus. Another title used was imperator, originally a military honorific, and caesar, originally a surname. Early emperors also used the title princeps ("first one") alongside other Republican titles, notably consul and pontifex maximus.

The legitimacy of an emperor's rule depended on his control of the Roman army and recognition by the Senate; an emperor would normally be proclaimed by his troops, or by the Senate, or both. The first emperors reigned alone; later emperors would sometimes rule with co-emperors to secure the succession or to divide the administration of the empire between them. The office of emperor was thought to be distinct from that of a rex ("king"). Augustus, the first emperor, resolutely refused recognition as a monarch. For the first three hundred years of Roman emperors, efforts were made to portray the emperors as leaders of the Republic, fearing any association with the kings who ruled Rome prior to the Republic. Location of British Columbia in Canada

British Columbia is the third-most populous province in Canada, with 5,000,879 residents as of 2021, and is the second-largest in land area, at 920,687 km² (355,479 sq mi). British Columbia's 161 municipalities cover only 11 percent of the province's land mass yet are home to 89 percent of its population. A municipality is a local government incorporated by the province allowing a community to govern itself and to provide and regulate local services. These services typically include, but are not limited to, the provision of drinking water, sewers, roads, fire protection, street lights, garbage/recycling collection, land use planning, building inspection, and parks.

Within their limited jurisdictions, municipalities are autonomous, responsible and accountable to their citizens and to the province. Their powers and responsibilities are regulated through the Local Government Act, the Community Charter, and, in the case of Vancouver, the Vancouver Charter. They have the power of a natural person, the power to expropriate, and the power to establish and enforce bylaws. They are able to raise funds through property taxes and user fees, and borrow a limited amount through the Municipal Finance Authority of British Columbia to pay for capital costs. (Full article...)

The sultans of Zanzibar (Arabic: سلاطين زنجبار) were the rulers of the Sultanate of Zanzibar, which was created on 19 October 1856 after the death of Said bin Sultan. He had ruled Oman and Zanzibar as the sultan of Oman since 1804. The sultans of Zanzibar were of a cadet branch of the Al Said Dynasty of Oman.

In 1698, Zanzibar became part of the overseas holdings of Oman, falling under the control of the sultan of Oman. Omani and other Arab traders had already been prominent in trade with the island for hundreds of years. It was also visited by traders from Persia and India, who arrived with the seasonal musim (west wind). Months later they could return east with a change in the wind. (Full article...)

The U.S. state of West Virginia has 55 counties. Fifty of them existed at the time of the Wheeling Convention in 1861, during the American Civil War, when those counties seceded from the Commonwealth of Virginia to form the new state of West Virginia. West Virginia was admitted as a separate state of the United States on June 20, 1863. Five additional counties (Grant, Mineral, Lincoln, Summers, and Mingo) were formed from the original counties in the decades following admission.

After the Civil War, Berkeley County and Jefferson County, the two easternmost counties of West Virginia, refused to recognize their inclusion in the state, and the Virginia General Assembly passed legislation attempting to reclaim them. In March 1866, the United States Congress passed a joint mandate assenting to their inclusion in the new state, and the Supreme Court of the United States confirmed this outcome in the case of Virginia v. Global Peace Index (GPI) is a report produced by the Institute for Economics & Peace (IEP) which measures the relative position of nations' and regions' peacefulness. The GPI ranks 163 independent states and territories (collectively accounting for 99.7 per cent of the world's population) according to their levels of peacefulness. In the past decade, the GPI has presented trends of increased global violence and less peacefulness.

The GPI is developed in consultation with an international panel of peace experts from peace institutes and think tanks with data collected and collated by the Economist Intelligence Unit. The Index was first launched in May 2009, with subsequent reports being released annually. In 2015 it ranked 165 countries, up from 121 in 2007. The study was conceived by Australian technology entrepreneur Steve Killelea, and is endorsed by individuals such as former UN Secretary-General Kofi Annan, the Dalai Lama, archbishop Desmond Tutu, former President of Finland and 2008 Nobel Peace Prize laureate Martti Ahtisaari, Nobel laureate Muhammad Yunus, economist Jeffrey Sachs, former president of Ireland Mary Robinson, former Deputy Secretary-General of the United Nations Jan Eliasson and former United States president Jimmy Carter. The Constitution of the Soviet Union recognised the Presidium of the Supreme Soviet (between 1938 and 1989) and the earlier Central Executive Committee (CEC) of the Congress of Soviets (between 1922 and 1938) as the highest organs of state authority in the Union of Soviet Socialist Republics (USSR) between legislative sessions. Under the 1924, 1936 and 1977 Soviet Constitutions these bodies served as the collective head of state of the Soviet Union. The chairman of these bodies personally performed the largely ceremonial functions assigned to a single head of state but was provided little real power by the constitution.

The Soviet Union was established in 1922. However, the country's first constitution was only adopted in 1924. Before that time, the 1918 Constitution of the Russian Soviet Federative Socialist Republic functioned as the constitution of the USSR. According to the 1918 Constitution, the All-Russian Central Executive Committee (CEC), whose chairman was head of state, had the power to determine what matters of income and taxation would go to the state budget and what would go to the local soviets. The CEC could also limit taxes. In periods between convocations of the Congress of Soviets the CEC held supreme power. In between sessions of the Congress of Soviets the CEC was responsible for all the affairs of the Congress of Soviets. The CEC and the Congress of Soviets was replaced by the Presidium and the Supreme Soviet respectively by several amendments to the 1936 Constitution in 1938. (Full article...)

The president of the Indian National Congress is the chief executive of the Indian National Congress (INC), one of the principal political parties in India. Constitutionally, the president is elected by an electoral college composed of members drawn from the Pradesh Congress Committees and members of the All India Congress Committee (AICC). In the event of any emergency because of any cause such as the death or resignation of the president elected as above, the most senior general secretary discharges the routine functions of the president until the Working Committee appoints a provisional president pending the election of a regular president by the AICC. The president of the party has effectively been the party's national leader, head of the party's organisation, head of the Working Committee, the chief spokesman, and all chief Congress committees.

After the party's foundation in December 1885, Wyomesh Chandra Banerjee became its first president. From 1885 to 1933, the presidency had a term of one year only. From 1933 onwards, there was no such fixed term for the president. During Jawaharlal Nehru's premiership, he rarely held the Presidency of INC, even though he was always head of the Parliamentary Party. Despite being a party with a structure, Congress under Indira Gandhi did not hold any organisational elections after 1978. In 1978, Gandhi split from the INC and formed a new opposition party, popularly called Congress (I), which the national election commission declared to be the real Indian National Congress for the 1980 general election. Gandhi institutionalised the practice of having the same person as the Congress president and the prime minister of India after the formation of Congress (I). Her successors Rajiv Gandhi and P. V. Narasimha Rao also continued that practice. Nonetheless, in 2004, when the Congress was voted back into power, Manmohan Singh became the first and only prime minister not to be the president of the party since establishment of the practice of the president holding both positions. The governor of Washington is the head of government of Washington and commander-in-chief of the state's military forces. The officeholder has a duty to enforce state laws, the power to either approve or veto bills passed by the Washington Legislature and line-item veto power to cancel specific provisions in spending bills. The Washington governor may also convene the legislature on "extraordinary occasions".

Washington Territory had 14 territorial governors from its organization in 1853 until the formation of the state of Washington in 1889. Territorial governors were appointed by the president of the United States. Elisha P. Ferry had the longest term of eight years and went on to become the state's first governor. William H. Wallace was appointed governor but never took office due to being elected as the territory's congressional delegate. Rebeca Elvira Delgado Burgoa (born 1 June 1966) is a Bolivian academic, lawyer, magistrate, and politician who served as president of the Chamber of Deputies from 2012 to 2013. As a member of the Movement for Socialism, she served as a party-list member of the Chamber of Deputies from Cochabamba from 2010 to 2014. Prior to her election to the lower chamber, Delgado served as a party-list member of the Constituent Assembly from Cochabamba from 2006 to 2007 and was vice minister of government coordination from 2008 to 2009. Delgado's near-decade-long political and legislative tenure was preceded by a fifteen-year career as a public servant, during which time she worked as a public defender and examining magistrate, was a magistrate on the Departmental Electoral Court of Cochabamba, and served as the Ombudsman's Office's delegate for the fight against corruption in Cochabamba.
